RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF MARANA, PIMA
COUNTY, ARIZONA, APPROVING AND AUTHORIZING THE EXECUTION OF THE
INTERGOVERNMENTAL AGREEMENT BETWEEN THE TOWN OF MARANA, ARIZONA,
AND PIMA COUNTY, WHICH AGREEMENT WILLPROVIDE FOR THE MAINTENANCE
OF THE SANTA CRUZ RIVER.
WHEREAS, it is the desire of the Board of Supervisors of
Pima County and the Town Council of Marana to have unitary and
clear lines of responsibility for the design, construction and
maintenance of the Santa Cruz River as it passes through the
bounds of the Town of Marana, and
WHEREAS, Pima. County is willing to administer the design,
construction and maintenance of the said project.
NOW, THEREFORE, UPON MOTION DULY MADE, SECONDED AND CARRIED,
BE IT RESOLVED:
That the Town of Marana enter into an intergovernmental
agreement, which is attached hereto, with Pima County which
agreement will provide for the design, construction and mainte-
nance of the Santa Cruz River, and
That the Mayor is hereby instructed and authorized to sign
the said Intergovernmental Agreement for the Town of Mararia.
PASSED, ADOPTED, AND APPROVED this 19th day of January,
1993.

The Town of ~ar~na is open ~ ~i$cussing Pima Count¥'s
prozimity o~ flood control structures ~nd how the Town
work with Pima County to ensure the continued integrity of
such structures.
Complete design work on Phase I and immediately begin to construct
as much bank protection as possible with currently designated funds.
Marsha should become involved in the design process and have an
opportul%ity to review and comment a~ important decision points.
Request the Flood Control District make a presentation on the ~esign
and current status o~ this project before the Marina Town Council.
Until b=nk protection is in place, conduct a plan of channel

Mmrana believes it is improper to include the Tankers!eI property
situation just north of Ina Road in negotiations related to the
Lower S~nta Cruz River project. Marsha is willing to meet with the
Flood Control District on this matter as a separate issue to disc,uss
what can be done to address the Cottuty's ccncer~s. ~arana believes
there may be other concerns regarding the adequacy of existing
protection for the !ns Road bridge.
Marsha should restate its position and support for the Plood Control
District priorit~ of addressing solutions to flood control problems
along the major drainagewHys in Fima County. The increasing
diversion of limited ~unds and sta~ to other types o~ projects,
activities and'mitigati~ measures are o~ great cotter:.
Other arguments which might b~'incorporated to explain the non-
~participation position could inc.l~t~de: (a) Negative influences and
increased flood potential related to massive urban development,
drainage improvements, effluent disposal and so on, j~st upstream of
Marana; (b) History (including recent history) o~ landowner
participation in flood control projects in Oro ~al!ey and other
arsas in Tucson and Pima County~ {c) Comparison of estimated onst to
repair damage from another !983 or even smaller flood in Marsha
{Federal, State, Cotfury, Cit~, School District, Irrigation District,
privet= property, utilities, crop losses, etc, etc.).
