HomeMy WebLinkAboutResolution 93-034 adopting a permanent plan replating to the santa cruz valley water districtRESOLUTION NO. 93-34 A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF MARANA, ARIZONA, AUTHORIZING THE TOWN OF MARANA TO ADOPT A PERMANENT PLAN RELATING TO THE SANTA CRUZ VALLEY WATER D/STRICT ~AS, The Board of Directors of the Santa Cruz Valley Water District are required to adopt a permanent plan of operation and a plan for water augmentation in order to make that District permanent; and WffI~AS, the permanent status of the Santa Cruz Valley water District is important to future water supply development of the Town of Marana; and W'I~AS, the Town of Mararia has some concerns about the permanent operating plan; NOW T/:rEREFORE, BE IT RESOLVED by the Mayor and Counc/l of the Town of Marana, Arizona: 1. The Town of Mararia generally supports permanent status for the Santa Cruz Valley Water District subject to the permanent plan providing that: (A) That the proposed 13 member elected governing body for the Santa Cruz Valley Water District be modified to reduce the number of elected board members, and substitute appointed representatives representing the City of Tucson, the Town of Mararia, the agricultural sector, and the mining sector. It is the des'ire of the Town of Mararia that entities which contract with the Santa Cruz Valley Water District, and major water use sectors paying the administrative costs through the groundwater augmentation fee, be represented on the Board of Directors of the District. (B) That there is concern about duplication of effort with the Central Arizona Groundwater Replenishment District. The Town would prefer that the plan of operation provide for avoidance of duplication with CAGRD. (C) That the use of the groundwater pumping augmentation fee to fund the administrative costs of the Santa Cruz Valley Water District be phased down to minimal level in the future and the District rely substantially on revenue generated from contracts with water utilities to fund its administrative costs. 2. The Town of Marana supports the proposed Avra Valley effluent ufili?~tion project contained in the water augmentation plan, and would recommend the District consider adding CAP water delivery and use capability to that project.
