A RESOLUTION OF THE TOWN OF MARANA, ARIZONA, APPROVING AN EXPANDED
AFFORDABLE HOUSING PROGRAM FOR THE TOWN OF MARANA, ARIZONA.
WHEREAS, the Town of Marana currently participates in the Construction Works Program,
which constructs affordable housing for underprivileged families through funding from the HUD
HOME Program; and
WHEREAS, the Town of Marana also conducts an Emergency Home Repair Program,
funded through Community Development Block Grant funds, which conducts emergency home
repairs for underprivileged homeowners; and
WHEREAS, Englewood Development Corporation has initiated an apartment project, funded
through the state tax credit program, in the Town of Marana to provide 80 affordable apartment units
and an adjacent day-care facility, and the Town wishes to provide assistance through in-kind
assistance including a reduction of building permit fees and rent subsidies; and
WHEREAS, the Town of Marana also wishes to initiate the First Time Home-Buyer's
Program, which will provide assistance with closing costs, not to exceed the greater of three-percent
of the mortgage amount or $4,000, with the homeowner to repay the Town through certain
community service, and which will have other requirements and conditions to be set from time to
time by Town staff; and
WHEREAS, Berry Acres is located within a desiguated 100 year floodway, and certain
residents wish to relocate outside the floodway, and the Town wishes to initiate the Berry Acres
Voluntary Relocation Program, which will offer various options to assist such residents with the
expenses of their relocation depending upon their financial resources, through different programs
to be decided and administered through Town staff; and
WHEREAS, Mayor and Council have determined that it is in the Town's best interest to
expand Marana's Housing Program to include these new areas.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Marana,
Arizona, that the Town's Affordable Housing Program to include the Affordable Apartment Project,
the First Time Home-Buyer's Program, and the Berry Acres Voluntary Relocation Program, as
developed and administered by staff, through staffprocedures and guidelines.
BE IT FURTHER RESOLVED by the Mayor and Council that all Town officers and staff
are directed and authorized to take all actions necessary to implement the Expanded Affordable
Housing Programs in order to give effect to the intent of this Resolution.
