Regular Council Meetings are usually held the first and third Tuesday of each month at 7:00 p.m. at the Marana Town Hall, although the date or time may change, or Special Meetings may be called at other times and/or places. Contact Town Hall or watch for posted agendas for other meetings. This agenda may be revised up to twenty-four hours prior to the meeting. In such a case a new agenda will be posted in place of this agenda. If you are interested in speaking to the Council during Petitions and Comments, Public Hearings, or other agenda items, you must fill out a speaker card (at the rear of the Council Chambers) and deliver it to the Clerk in advance of the agenda item you wish to address. It is up to the Mayor and Council whether individuals will be allowed to address the Council on issues other than Announcements, Petitions & Comments, and Public Hearings. All persons attending the Council Meeting, whether speaking to the Council or not, are expected to observe the Council Rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to return. To better serve the citizens of Marana and others attending our meetings, the Council Chamber is wheelchair and handicapped accessible. Any person who, by reason of any disability, is in need of special services as a result of their disability, such as assistive listening devices, agenda materials printed in Braille or large print, a signer for the hearing impaired, etc., will be accommodated. Such special services are available upon prior request, at least ten (10) working days prior to the Council Meeting. RECOMMENDATION SUGGESTED MOTION jcb 9/10/04 Gladden Farms II Project Summary The Gladden Farms II property encompasses approximately 636 acres in northwest Marana, north of Tangerine Farms Road, south of Moore Road, and east of the Gladden Farms project. Preliminary plans call for a mix of residential and commercial uses. A Specific Plan will be prepared to establish the location and intensity of land uses, the circulation pattern and overall character of the project. The intent is to provide a variety of housing options, including a range of lot sizes and price ranges and a mix of single-family attached and detached homes. While the regional recreation improvements in Gladden Farms project will also serve the residents of Gladden Farms II, an additional recreation center is proposed to serve the local needs of the residents of Gladden Farms. Marana Unified School District has also requested that an elementary school site be reserved in this project to accommodate additional students. Open space paseos will run through the property, serving a dual function of accommodating stormwater runoff and creating an internal trail system to link residents to these community facilities as well as the regional trail system. Primary entries for the project will be from Moore Road on the north and Tangerine Farms Road on the South. Clark Farms Road will be extended through the project as well, running parallel to the Frontage Road. Local street connections will also be established along the interface between the two Gladden Projects to create interconnectivity. The existing CMID well is intended to remain in place, and the other onsite CMID facilities will either remain in place or be relocated with CMID and Town approval. Commercial parcels are currently proposed at the southeastern corner of the project site along Tangerine Farms Road, as well as in the northeastern portion of the project, along the proposed Clark Farms Road alignment. Two multi-family parcels are also proposed along Tangerine Farms Road. RECOMMENDATION SUGGESTED MOTION jcb 9/10/04 TOWN COUNCIL MEETING INFORMATION TOWN OF MARANA MEETING DATE: October 26, 2004 AGENDA ITEM: I.A. 4 TO: FROM: SUBJECT: MAYOR AND COUNCIL Tony Casella, Information Technology Director Presentation: Draft security and access policy for Municipal Complex DISCUSSION The Town of Marana is in the process of constructing a new Municipal Complex that consists of three buildings that are all attached. Due to the size of the facility and the need to secure it for the protection of the employees, citizens, and property, staff will present a draft security plan which is attached for your review. This security plan was developed by a Security Committee composed of staff and has had many revisions. This is the latest revision which the committee feels is a balanced plan of security along with flexibility to allow employees to perform their tasks as they have been accustomed to. RECOMMENDATION SUGGESTED MOTION j cb 9/10/04 PROPOSED POLICY REGARDING SECURITY FOR NEW TOWN HALL COMPLEX There are three specific public buildings within north Marana that require access by employees and the public. They are: Town Hall Administration, Police Department, and Magistrate Court. It has been determined that the IT department will program and maintain the security system in the municipal complex. This includes the proper operation of all Card Readers, Cameras and DVR's. All areas of the facility that an employee has top use an ID/Prox Card to enter through a card reader will be logged into the security software. All security cameras will record on motion only and will be recorded to a DVR (Digital Video Recorder). A security /information station in the lobby of the Administration Building will accommodate a security employee during normal hours of operation M -F 8 am to 11 pm. The main responsibility of this person is to monitor and facilitate the need for normal operating of the system. This will include if a door is left ajar, viewing cameras, and clearing of basic minor alarms. If an ID/Proc card malfunctions, it has to be reported and re- programmed in the IT department. Police Dispatch staff will monitor video cameras between 11 pm and 8 am. (This has not been finalized) Town Hall Administration Building Employee Access: All employees will have access to their respective work floors seven days a week, 24x7. In order to get to other floors, a person from that floor will need to let that individual in. Public Access The public will have access to the Administration building M -F 8 am — 5 pm. They will check in at the 1 St floor information desk and contact the appropriate reception area on the floor requesting the visitation. They will leave their license with the information desk in exchange for a visitor's badge. Public meetings held before 8 am or after 5 pm at any conference facility on the municipal complex campus must be attended by at least one employee who is authorized to be in the building 24/7. Police Department Building Emplovee Access All Police Personnel including VIPS will have access 24/7 to their building and they will determine which area's to restrict such as VIPS access as well as limiting the Property and Evidence area. All Council members and Town employees will have access to the lobby only during normal hours of operation — M -F from 8 am to 5 pm. Access beyond the lobby will require signing in with the receptionist. Public Access The public will have access only to the lobby during normal_ hours of operation. All members of the public will be required to sign in and be accompanied by an employee designated to have access to the police building beyond that point. Council, department heads and other non - department head employees will have access to the lobby during normal hours of operation M -F 8 am to 5 pm. Access to the Court building beyond the lobby will require signing in and being accompanied by a court employee designated to be in the building beyond the lobby. Public Access The public will have access to the lobby only during normal hours of operation M -F 8 am to 5 pm. Access to the courtroom(s) will be only for the normal conduct of business. Reuwsaat, Town Manager Discussion/Direction/Action: Relating to the Marana Municipal Complex; approving a covered parking payroll deduction agreement DISCUSSION Staff has determined through surveys that sufficient interest exists to warrant covered parking for employees at the new municipal complex site and at the Marana Operations Center. This program is entirely voluntary and will be paid for through a payroll deduction plan. Attached is a draft Employee Parking Payroll Deduction Agreement which was prepared by the Town Attorney. For those who want covered parking, the spaces will be assigned through a lottery system. Spaces will open up according to availability. This procedure is very similar to the one Trico Electric Cooperative instituted for their employees when they built their new facility on Tangerine Road. Discussion only. Discussion only. RECOMMENDATION SUGGESTED MOTION TC/jcb 10/22/2004/8:31 AM MARANA MUNICIPAL COMPLEX EMPLOYEE PARKING PAYROLL DEDUCTION AGREEMENT I hereby authorize the Town of Marana to deduct $10 per pay period from my paycheck as rent for a numbered and reserved covered parking space at the Marana Municipal complex. I understand and agree that this payroll deduction and covered parking right will be continue for a period of at least two years, provided that I continue to be employed by the Town of Marana at the Marana Municipal Complex. After two years, ! understand that I may voluntarily continue to participate in this program on the same terms. I further understand that the initial allocation of covered parking spaces at the Marana Municipal Complex will be assigned based on a lottery draw, and that if the Town receives more requests for covered parking than there are spaces available, the order in which names were drawn in the lottery will be the order in which future covered space vacancies will be assigned. After the initial allocation of spaces, future allocations will be on a first-come, first-served basis. I also understand that all funds collected for covered parking will be dedicated to paying for principal, interest, and maintenance of the covered parking area, and that it is the current intention of the Town that everyone using covered parking, including elected officials and Town management, will be required to pay the same fee, without exceptions or exclusions.
