Teran Town Manager "DATE OF INCORPORATION, MARCH 21, 1977" Attendees: MARANA COUNCIL RETREAT January 7, 1987 - Ramada Inn, Casa Grande, AZ Bill S., Bob Mc., Tom J., Ora H., R. Teran, R. Coleman, B. Kern, Lynn Radcliff, Dorothy 1.0 Introduction & Preparation 1.1 Reason for the meeting is because we are at a critical point in the decision of utility service. 1.2 Election required before we enter utility service so we must prepare. 1.3 General plan comments have been general in nature, but future approaches by developers will need to be carefully judged to see if they are compatible with the town's agenda or goals. 1.4 Public hearings for annexations will soon find ideas negative to the town's goals. 1.5 Need to talk up front with developers rather than construct hurdles for them to pass over to qualify so they may be part of the com- munity. Later on the hurdle process may be needed just for control. 1.6 Tom Jones suggested that it would be well to employ, on a consultant basis, a firm such as Planning Center to assist in the implementa- tion stage. 1.7 R. Teran will suggest at budget time that the Town staff will be so reinforced so that staff can move toward the implementation of the plan. 2.0 Water Utility 2.1 C.A.P. Water may be obtained at cost of $35/AC ft. which is just cost. 2.2 If you have a C.A.P. allocation, you do not have to prove a lO0-year adequacy, which is good until about 2010. 2.3 Agr. water can be contracted for from C.A.P. at 3 ac ft/year/AC; but if land is converted to residential, then this area can only use 1 ac ft/year/AC. 2.4 New D.W.R. Director Allan Klienman. 2.5 N.E. corner, Thornydale & Tangerine, 380 acres owned by Forest City a developer, will seek to establish an Activity Center (Mall, etc.). Lot of experience with Public Private Venture. 2.6 Randy Emerson (a developer) - If Town of Marana can control as many of the development issues as possible, they would see this as a positive position. 3.0 Waste Water Services 3.1 Need to decide--are we going to be in the Waste Water business as a municipality, or are we going to continue to allow the county to serve through the inter-governmental agree~ment. 3.2 Monty Jones, Lawyer - of M.S.P. - Owns 600 AC at Tangerine & Inter- state. Monty is President of Westrans Development, developed water treatment plant for Scottsdale. Very active in PRIVATIZATION. Now a principal of M.S.P. 3.3 Monty says that Pima County has stated that they do not want the M.S.P. plant located on their property. Rather, they want a major plant down stream of the M.S.P. 3.4 The M.S.P. plant will be sized at 3 mgd. 3.5 M.S.P. proposes to put Marana into Waste Water business, at no cost to Marana, through Privatization process. Q. Would Marana have a board of Control? How do they oversee? 3.5.1 M.S.P. Finance building plant owns and operates it with them to obtain credit as other people tie into the project. May seek IDA type money. Qe Can acquisi- tion price in condemnation procedure be set up at outset? 3.5.2 3.5.3 Cost of M.S.P. plant $1.6 million. What happens if things go wrong? City has condemnation power. Q. Discuss line slopes to bring other areas into plant. 3.5.4 3.5.5 3.5.6 Plans on plant should be approved by January 14 with Pima County. M.S.P. desires to keep plant in location. They can define a need for serving a 600,000 population. They need an exclusive agreement with Marana so that as other developers come into the area they will be required to use the plant and pay their share for the service. 4.0 3.5.7 3.5.8 3.5.9 3.5.10 How will they have the plant protected from flooding? Their engineers say that the plant will not need to participate in flood protection of the river. Suggest Marana develop a plan as to how they see the total handling of their Waste Water Treatment Program. Suggest Marana give a notice of getting out of the inter- governmental agreement with contingencies. Ora - Will existing people have to get into a plant? If so, how do they pay? Ray T. - says citizen could agree to start an improvement district and thereby arrange for their waste to be brought to the plant. Annexation Discussion (General Issues & Strategies) (January 29 Public Discussions on Annexation) 4.1 Cottonwood Properties ~ George Mehal 4.1.1 Property about 5-6 miles east of Marana town limits. Now called Tortillita Foothills - 5500 acres. 4.1.2 4.1.3 4,1.4 4.1.5 4.1.6 4.1.7 4.1.8 Hotel property now under design. Architect, employed and under way. 75 to 100 million dollar facility, 700 to 800 people employed. Time table now sees opening 1990 with golf course, etc. Community outside - low density residential with some research park facilities. Very high level of planning is key to the development. Hope to influence what happens around them. Quality implies sense of planning not expensive. Concept of plan is Village Nodes which fits Marana's General Plan. Allows a sense of identity to those who reside in or adjacent to 35% open space in the project. If they are annexed into Marana, they would no doubt be the first submission of the specific plan and would push for this to happen. Water presently two miles away from development. They think they will be moving too fast for Marana to be able to serve. Also will be seeking sewer service from county, and again Marana would be developing their sewer service posture to slow to serve this project. They will have 3 Village Cores with small shopping centers, small shops, some school facilities, some Fire and Police facilites. They would impact Marana positively with regards to tax income. They would realize speed of the development process and enjoy the philosophy of allowing the private firm to move with the minimum of impediments. Also, they will benefit from the amount of planning Marana has done. 4.1.9 4.1.10 Marana shoul~d show State Land Department what their plans are with a formal presentation. State Land Department must sell the land to obtain highest and most value for the state. They do have reservations as to whether Marana can handle Cottonwood's development, but they will bring a lot of resources to the Town, and they do need to make sure that things will come to fruition. 4.2 Estes Company - Acacia Hills - Doug Knoll 4.2.1 Most interested because: a. Planning has been done. b. It appears that time can be a big factor, as it seems that development could happen quickly. 4.2.2 4.2.3 4.2.4 Master Plan Committed - Environmental completed. They are ready to go for re-zoning before Board of Supervisors. Acacia Hills, 800 acres - Also has lease on 2000 acres of state land north of Acacia. Concept is a middle income master plan for residential Lambert Lane spine transportation link to Avra Valley Interchange. 4.2.5 4.2.6 4.2.7 4.2,8 4,2.9 Will need to cooperate with property to southwest, between Acacia and 1-10, to accommodate the drainage scheme. Looking for 3000 to 4000 units on the 800 acres. They do not build anything (Estes Development). They bring the land to a point of being ready to build on then create the CCRS and sell to builders. They would like 1st model homes in place 1st quarter of 1988. City of Tucson should be digging wells within next six weeks. They have a sewer service agreement worked out with Pima County. Sometime this year they will start building roads. Estes have Type II water service permits. They plan to deed these over to City of Tucson who will then dig the wells and do a hydrologic study to determine the water adequacy. They also will bring in water infrastructures possibly from Avra Valley. They have an open mind if Cortaro would offer to serve water to the area. They passed out a small size plan document. Pima County has just recently shown a great deal of interest in this development. He gave an example of a six lot devel- opment in Ventana Canyon that is in the seventh month of the Pima County approval process. 4.3 La Reserve Project, 1200 acres, I to 14 acres home sites. 4.3.1 4.3.2 4.3.3 On the 2000 acres of state land they have a planning right only. If they plan it correct or right, they will be the only ones who may be able to purchase it. They have been approached by M.S.P. for sewer service treat- ment. County has told them that they have to deliver sewer service to county facilities before they get their plans approved period. How do they get coordinated into the general plan of Marana? They were told to provide their information to our planners. 5.0 General Discussions 5.1 Tom Clark - Start with water utility first. 5,2 General Discussion - adjourn 3.2 Monty Jones, Lawyer - of M.S.P. ~ Owns 600 AC at Tangerine & Inter- state.
